These new rules confused me. Someone Please explain why a guy over 2000 can still get bots:(

I saw this happen once in my server. I saw a 2000+ Pvp Score player get in a match. I looked at the lobby and there was no one else in there, so my assumed he was fighting a bot. Unfortunately, I asked him about it and got no answer. He just beat me in Pvp just before that so I'm pretty sure his score was 2000+.
