Pal system question

Okay I read the pal system guide, but it doesn't answer my question and that is if they hit 15 without you sending a monster do you get the skill book chest? Or is it like a gift for a gift type thing?

Until you gift your friend a monster, you will not get a skill book. My sole friend has not decided what monster she wanted yet so even though she is now level 16, I will not be getting any skill books till she tells me what she wants.
