I can't see Cunning ever being better than Punishment except on regular levels where you can't one with the opponent with anything else. I'd think PoD, Soak, Punishment, Dreamthief if Hypno or free slot if anything else would be the best bet. But I'd be wary of putting anything that has priority over Punishment because it would wreck your Ladder odds. I'd think Windblast or Shadow Storm would be best bets.
