Actually he has a chance to show up in "every scene" -- anywhere. Prior to update when caves were released me and another player had seen him in vet mode fights, normal mode map, etc.

Cheeky was available in any map previously. It's quite rare though, which prompted the players to think that its description is true, which states that if you defeat one, you will receive a lot of silver as a reward. However, this is not true and was verified by a support staff.
