No, Celestial prayer is a fire type skill. Plant types can't learn it.
Just like Rain prayer, benefits water and electric, but electrics can't learn rain prayer.
It's the big gripe everyone has about the weather system and skills, Its been posted numerous times in Bug report and Suggestions.
