Weather Skills?

Where are they found? I've been farming expert miracle sea but I've yet to see rain prayer. Did anyone find its book at all, or is it exclusive to the rare and legendary monsters?

I'm not sure they are available at the moment because the weather system has been disabled, as far as I know.

Yes, it's not fully disabled,

Some players do not understand english that well.

Some of the newer scroll monsters from collection have it, if that helps any? Or some have it for talent, like glider (but I have pure on mine instead)
