That there may be weather in the next patch? If you look in the patch sneak peak, the Bud's evolution page shows available mystery talents and it's mystery talent(s) seem to activate "when the weather is scorching."

Of course, I could be completely wrong. Bud could regenerate HP "when the weather is scorching" in the Volcano area. Which would be useless for the most part.
