Can't sell below npc price

I want to sell items to an alliance member super cheap on the 1-4 merged server but game won't allow me to set below npc buy price. I try to help new low level members out and would like to place the items up at 1 gold but can't. Is there something I'm missing I don't need the gold and the items would really help new players out but because of price fixing it makes it hard for them.
