why can't I upgrade my general class?

I have over 4000 prestige, but I'm still stuck at 1st Civilian? Shouldn't I be 1st or 2nd Baron? When I go to task and upgrade General Title 3, my phone loads forever???

if your having trouble loading the screen(as you do need the screen to complete the task) then check your internet connection, or turn off multi tasking.
