skill and attribute glitch

we found a level 13 guy.
unlock. hidden, heal , convince all level 10
how can that happen?

there is another one, who has all attribs maxed to lv100

please explain how can this happen. If its a glitch, fix it.
if its a cheat, ban them!

i dont think its a cheat.... but i heard that in 2.0 are a lot of big bugs....

can ppl get there sats all the way up to lvl cap?

I don't think so....but I'm positive it's impossible at that level

there are 136 skillpoints u need 65 to max 1 skill
there are 215+(20*3) skillpoints so u can mach ALMOST 3
