Cant talk in worldchat

Hey ive got a problem, i cant talk in any chat when i try i get a message "You are limited to sen d message in another 15 seconds. VIP has no such limit. I havent been able to talk at all in chat i just get this message and i never talked before that message. This is for all my accounts not just this one so i dont think its a chat ban and I havent played since around 10 months ago. Thanks

1.Maybe there has a lag, please waiting for a second after you click 'send' button.
2.You can lift the 15 seconds limitation through Add VIP Time, go to "Main Building" to click "Add VIP Time" button to Add VIP Time.
