Commanding glitch (not letting me command?) help?

When I go to attack someone, oasis, fort. I go in to command and it lets me command round one then times starts a 60 second count down then after the time is up it moves to round 3 resulting in death of my troops. Can you let me know how to fix this or if this is a new update/plugin.
