Crop Output Too Low

My cropland is upraded to level 10/10/10/9 and my output / hr is at 496. All my troops are out hunting, so I know it's not being consumed by troops. But that seems to be what's happening, as if I have ghost troops. This seems to be a bug.

You troops consume crops even while out hunting....

What arch said. Also capture a crop oasis to fix this problem

Crops are eaten by every unit assigned to a city. So even though your hunting it doesnt negate crop production
