cant past to 2nd class civilian

Ive got a dilemma. loads of people are referring me but they dont move closer to me. Ive heard that they're meant to move closer to you. I this true?

There's 2 types of referrals:
(1) Email or refer contacts BEFORE they sign up
(2) Typing your name when they change usernames

In the first case, it seems like they'd have a village close to you and in the second case they'd just stay put.
