How do I up upgrade title?

I have 306 Prestige but still have a title of 3rd civilian. When will this change? I read the chart and it states a 2nd Civilian is at 200 prestige points. Am I missing something? Thanks in Advance

I too have >300 prestige points, and still classified as a 3rd civilian. I check under tasks, no get reward icon is available.

I have not allocated any skill points to date. Could this be affecting the availability of advancement?

Press on the task itself then you'll see the "get reward" button
