I would vote for ha_a3804632 ! S/he is impartial and cannot join any alliance due to his ha status. He is fair and a help in the game . I am not a fan of experts but I believe that 632y would make one as fair as you can get.

As I said to SwissCakes earlier voting for yourself is frowned upon.
You said you hope there is something you can do to get expert. All you can do is help out others in wc and stay polite and respectful and over time if you're lucky you mey get enough nominations and become an expert.
