Why can't I choose server for new account?

Why can't I choose which server I make my new account on? It makes it very hard to meet up with previously existing friends. I made a new account (according to new task 35) to meet up with my friend on server 27, but I ended up on server 29 instead! Now I have a useless account that I won't play with and that is just taking up space being inactive.

All I want now is to be able to transfer that account to another server.

If's very possible that S27 filled up before you were able to sign up for the account. I know for a fact that several other servers were getting placed into s27 all day yesterday.
