Actually, think of this for a sec:
Leader/Founder of alliance - King
Vice Leaders - Advisers
Member - People of the kingdom
There can be up to 5 vices, not just one. In most of my top alliance that I've been in, each vice is assigned a specific task mostly as in a job. Like one vice is assigned to recruit players, another is foreign relations, another is spy checker, etc.
