Yes I understand what you mean, but then there are too possible options for this function. For example: Members of alliance A cannot attack members of alliance B's sub, but they can attack each others main city; on the other hand, both alliances' members can attack each others oasis except crop oasis and forts. If you were to fill out a form with all these options for each alliance you want to ally with, it would be a real pain.
Also, say you're the leader of alliance A and you want to make ally with alliance B, so I imagine you'll go to the alliance building to fill out this form. Then if I'm the leader of alliance B, do I have to do the same by going to the alliance building and fill it out the way exactly like yours? Since there are so many options, what if let's say by accident you checked the option "Crop oasis can not be attacked" while I didn't check this option? Does it mean you can't attack my crop oasis but I can attack yours?
I think your idea is not a bad one because even if you send a letter to every single member saying you're allied with another alliance and list out all the conditions, some people may still break the rules by accident, so it's a good idea for this situation. However, there are still a lot of problems with this idea.
