But when I start a new account I'm level 0 and when I upgrade to 2nd Civilian I'm level 2. Maybe we should start at level 1. I know it isn't important but I was wondering of this.

you become lvl 1, once you have prestige. when you start, you have no prestige, thus, lvl 0.

you should be level 1... trust me, everyone goes through level 1, before level 2.

Not important at all as you said, and after you get prestige you should be lvl 1, i am pretty sure the lvl 0s may be able to be deleted though, so if the account is exited before it's used can be deleted

if you see a lvl 0 on map, its rare, because they are usually auto deleted, after, like, a week. dont know for sure.

I don't recall ever seeing a lvl 1, but I do remember being surrounded by lvl 0s.
