This is based on something Bloodwolf said. How about they make current experts take a test to see if they know enough to help people and will mute at the right times.

Something similar along these lines have been suggested before on our mod forums. The idea was shot down simply because the time and effort it takes to run a system/program like that would essentially not be worth it. Not only that, with the experts chosen thus far, there's been little to no issues with them as a whole.

Besides it makes it too simple for scanners and spammers to pass along through the system and use expert power for their own means
