Mine attacks while on Refuse War

How can a leader and top members of an alliance remain on refuse war continuously and yet send repeated mine attacks? This prevents retaliation and fairness. If you are on WR in game you shouldn't be able to send and command a mine attack.

This makes total sense! Good job! its a consequence to war refuse, maybe keeping people out of it...

Would it be if the leader is wr? Leader and all vices? A majority? What if they took a mine and then went wr? They'd be locked in for as long as they wanted. They'd only need to come out for a few minutes every couple days to refresh, but it'd kill competition in my opinion unless ssomethings are worked out.

Agreed. War refuse means refuse. Even with alliance war
