I was thinking, there are certain points where you get the privilege to build more cities. But what about getting a new city slot when you have maxed out a city (without coins, aka lvl 15 resources)

The map does limt spaces, if everyone does that, then it would be too packed or wont fit at all.

Also if you could get a city slot o every 15 resource....there could be people with 30 subs maintainin massive army which doesnt seems to be fair to others.

More sub = more crash+ lag
