I undertsand all the ways to currently speed up troop build, most I've done already. I'm thinking or ways to keep more players engaged. I have patience, although a lot don't which is why, in part, at least in server three there are a lot of empty cities in the 10-12 level range.
Essentially I suspect there would be more battling between players if there were less downsides to loosing. Which in the long run would mean more targets for the warpers as well as more regional battles between the nonwarpers. I'm not sure I'm right but I'm just trying to think of ideas that might allow for people to be more willing to risk going into a battle.
Although i don't think a safe period would solve the problem since high scout and keeping troops on hunt usually works for that anyway.
