There is no such thing as a lvl 14 chest.
The highest lvl a chest can go is lvl 10, so it is a glitch.

I think it is a lvl 4 chest and I could open this chest with a lvl 4 key...

I dont believe it is a fake. He was in alliance chat trying to figure out what to do with it. He placed it on the market and it appeared as a level 4 chest so it is a display glitch in my opinion.
