build a thousand catts then when he attacks fight him, 5k prestige for you and its easy to build a quick housand cats just keep buying resources if ur low level with lvl 20 warehouse and ask ppl for to sell you resources cheaper than market

He's probably farming you for resources so try asking him nicely to stop. If that doesn't work, upgrade your cranny to lvl 20, build traps, and try to keep less than 100k of each resources in your city. Also, always keep your troops hunting and never out in the open while you're away. If he has no reason to attack then he'll probably leave you alone.. If he doesn't stop then ask someone for help or move your city somewhere else.

You can hide resources in the market for full price if you need em. Market price if ya don't. May I ask which server?
