Marching Speed

When you send troops out, how is the time it takes to get there calculated? Would it just be the slowest unit speed? Or does Haypi take into account each units speed and use that?

It's based on the slowest unit's speed.

Actually .99 is not very expensive at all, especially when you consider the features it already has, and the ones that it will soon have.

Yes, the speed tech applies a 3% bonus per level to every unit. As well as help to decrease marching time.
