'City Dropping'

Hello Experts,

In a different thread ( http://www.haypi.com/forum/viewtopic.php?f=1&t=4547&start=10 ), Adina329, mentioned a strategy of city dropping...

City dropping was a deliberate part of the gameplay and it is strategically welcomed.
City droppers run risks of being locked when they drop. This option is available to anyone if they're willing and wanting to take advantage of it.

I haven't really been able to understand what this is and don't quite get the 'locked' part. Is anyone able to explain it?

City dropping is "teleporting" where a player pays 40 coins to move their main city (or 20 for a branch) and plops it right next to a fat, juicy player loaded with prestige. They immediatly attk and in under 30 sec the defender can be fighting a battle. As for locking, thats when someone sends 1 cat (longest time to get there) to a players city in order to keep their city in 1 spot, because you cant move a city while actions r being performed, and being under attk is an action. So it puts them in a standstill where they cant do anything

City dropping is someone using coins to move their city to an army siting out not hunting..so that the player can't hide...locking is sending 1 catapult from a distance so u can't move for 12 hours etc..so they can steal your sub or wipe arny or just plain annoy you.. Bc u can't build city wall..sell resources or move when locked
