Quick question

Hi there sorry if this has been answered already but I couldn't find it anywhere.
I have reached level 5 (2nd baron I believe). I'm under the impression from everything that I've read that I am now vulnerable to being attacked and can attack other players.
Every time I try to attack a player level 4 or lower I always get the message that their protection period prevents me from attacking.
Now for people levels 1-3 I understand that they are safe because it hadn't been a week but why can't I attack the level 4-5 people?
It says one week or until level 4

Bc they havent upgraded to baron the map shows civilixation aka prestige lvl

ya i wait 7 days bfore i upgrade general to lvl 4...

King has this one covered. Scout these people and in the scout report it should tell you their title level.

OOOHHH I KNOW WHY BECAUSE HE HAS PrESTIGE OF A lev 4 BUt DIDNT UPGRADE TITLE BECaUSE hE DIdNt GET NUGGET yET!!!!! lol hes not 3rd baron yet but has enough prestige to (check if he has another city. if he does its a glitch. if im right, he shouldnt have a branch city, only is main city)

they havent upgraded title level to level 4 (first baron). this happens often on new servers where there arent many nuggets
