You can do it for oases, and you can do it for forts, but I do not see how to do it for non main cities.

Ok, so this renders a threat to, "take all of my subs" moot, because there are no open cities on his part.

Just because he doesn't have any open city slots, it doesn't mean his friends dont. I'd be careful if you don't want to lose any subs.
