Help!

How many fortified points can you have? I have three cities. Can I have more than two fortified points? I don't want to risk my troops unnecessarily.

You can the same number of forts as you can subs. So only two forts if you have a total of three cities

1Zero2 is right but to put it black and white...

Level 0-3: 0 fortified points
Level 4-6: 1 fortified point
Level 7-9: 2 fortified points
Level 10-12: 3 fortified points
Level 13-15: 4 fortified points
Level 16-18: 5 fortified points
Level 19-20: 6 fortified points.
