stuck at 1st civilian

Hi,

I have 65k prestige and a nugget in my treasure. My buildings are all > level9, and despite that I don't level up.
Any idea what I'm missing?

Make sure you go to the "Task" tab>General task>scroll down and hit "Get Rewards"

If that doesn't work, contact your server support by
"Help" tab>Support>hit the "Click here" button at the bottom>explain your problem and send.
