They dont release exact time or date, its created when the newest server is full. Look for the expert nomination page for server 72, when its created then the new server is open

They may or may not open multiple servers at a time. Good luck with whatever you're planning. The most effective way I've found is to wait for the experts nominations thread to be created as stated before.
