Mail them by going to general -> management -> contact support team -> contact us at the bottom. If that was what you are asking.

Not really, by either method of communication the Support staff member sees the message. Also, an Expert from Server 42 (the best one we had, note) told players to contact Winona the same way I just said. So it really is not all that important to contact her from the link in the Help page rather than via inbox.

sometimes it doesnt because they only have so much mailbox space in there account so it is pushed out by others messages

The messages go two different places, and the one way they can be flushed out.
