It's best to farm a fort then to occupy it, because occupying it gives a measly $20 per hour multiplied by the level of the fort.
Since level 1 forts give $20 per hour and have 50k of each resource if you farmed it you could easily sell those resources for a much larger gain than if you were occupying it.
On the other hand, some people occupy a fort right next to one of their subs so that they can fort teleport. This gives money and the ability to fort teleport, as well as angering other people around you who don't want to provoke war and still keeps a fort close to you.
(I know someone was occupying a level 2 fort and it made me angry since I wanted to farm it but didn't want to provoke war ^.^)
I don't think I've ever occupied a fort, just because it's a waste. If you occupy it you don't get the resources, so you have to take the resources in the first two attacks on it.

Finding occupied forts isn't always a bad thing. Most of the time people wont leave any troops to protect em and you just take it and resign it. I know that this contradicts ur not wanting to cause a war bit but thats where good diplomacy comes in and you talk things out. Now that i think about it its probably best to talk things out BEFORE you take the fort. Lol. But I assume you get my point.
