Merge 28 or reopen it and clear inactives

I would like to see one of 2 things happen. Either clear the inactive ha_a players that were created by kai28 and grip and reopen the server to new players or merge it with another server. At this point half the map is littered with lvl 0 or 1 ha_a accounts. Most of these created by the auto acct. More activity is needed and more players. Please reopen the server or
Merge it with another so it doesn't die off completely.

I think that they are in the progress of fixing all the servers hence all the merges we are seeing. So my guess is that they'll get to server 28 eventually.

S5-20 merges r on 24th-25th January. I'm waiting for our s25-28 merge
