Locking a topic?

I keep getting told not to do a mod or VIPs job. Quite frankly I do not believe I am. I just am trying to get the VIPs or mods to look closer at topics when I suggest they should be locked. I am not trying to steal anyones thunder, or do anyones job.
That brings me to my new question. How do you know when a topic should be locked? Is there something to look for? I am almost certain I know the answers, I am just looking for clarification.

It's not your place to tell us how to do our jobs and frankly, it's quite annoying and I'm tired of getting complaints about you doing so. If we felt you deserved a mod or VIP status, you would get it, now please resist the temptation of assuming you know more than us. Thanks

They basicly lock a topic whenever they want. Don't seem to have any actual rules about it.

Yes, there are guidelines to follow when locking.

They lock topics that have already been answer, doesn't give any benefit to have, or just spam. I'm not sure as I am not a moderator for this game.

If a topic needs to be lock, let a mod do it, not you. It's not hard to do, you just want to get you're post count up anyways by doing it.
