Prestige Deduction

So I am not even sure where to start. My alliance was in a very nasty war. Lots of reports to support. I was warned for using alts to pin. That is fIne I dId not do it again. Next thing I know Jessica has sent me a letter saying she deducted half my prestige for using alts to pin. Only attacks she could be speaking of were stacks on an ally mate. Ibhave an ss of Jessica saying stacking was strategic gameplay. She not only took 5mil pp she also dropped me to level 18 with no option to level back to 19. She will not respond to my letter so I thought I would bring this to the forums and maybe get some feedback. I want answers and she will not give need any. Thank u so much!
