Generals should never be discounted due to level, prestige, army size, or tech level. There are duties for everyone!
Additionally, the low level, weak general who learns and grows strong alongside you will be your most loyal ally.
A very good thing for an alliance is to have players from around the world. Among other things, this will enable you to have an alliance presence 24 hours round the clock. If you can achieve this, you are well on your way to greatness.
