Scouting

When you have same scout technology lvl with another player, do you see or not see accurate scouting report? I used to be able to scout a player next to me but not any more. I am already at lvl 7 on scouting and it would take a lot to upgrade again. I would spend money to upgrade other technology for now if he can't see me what I have. I think it should be higher lvl to scout someone but just want to verify.

Detail scout report is only when you have higher lvl that the target. Same lvl is the vague report.

No it's something else because I am a lvl 6 in scouting and I can scout lvl 11 and some lvl 12s.

dude drew title level has nothing to do with who you can scout. scouting is all about equal or less than or greater than scuot levels
