Can an expert block a player in wc?
Does that not damage their ability to moderate chat?

They 'can' since it's an option, however they really shouldn't. What you said is correct.

They can, like Redgun said, however, it would defeat the purpose of the expert due to their duty to regulate and moderate world chat. Therefore they should not in any circumstance.
