How to interpret a scout report

When I scout another city, the scout report will include the other player's levels for speed, attack, defense and fortune. What do these numbers represent? Do they represent the base level not including equipment or enhancements? Do they represent the base level plus equipment but not including enhancements? Or do they include everything? I'm curious because I've never seen, for example, a player with a speed value higher than 100, even for players that have enhanced speed to level 15.

The scout report shows only what points a player has put into each based upon their level advancement rewards. It doesn't include equipment bonuses.
A scout report shows enhancement levels separately, but remember, it doesn't show the level of the equipment itself, so you don't know if the equipment is level 5 or 15.

It's probably because the player's coordination canot be located. What's his coordination?

Why would this be the case? Also, is it possible to even scout someone without knowing their coordination?

Dear player
You can also scout with the username. But using username can only scout the main city.
