Strike Order

Alulu claims in his guide that in case of equal speed, a lucky strike will go first if one occurs. This supersedes defender's speed advantage. I would like to know if this is true or not. I have Max speed never observed it in annother with Max speed, but lucky strikes are rae. So I ask all of you-is this true?
